The Delegate Process

Per the Texas GOP, here is the roadmap of the Delegate process:

Road To Convention 

Precinct Convention – Date is determined by each County Executive Committee – CHECK WITH YOUR COUNTY PARTY! There are three possible scenarios: 

  • March 3rd after the Polls close, (typically in the location where your precinct voted on Primary Election Day 
  • At a time/location TBD by the County Party Executive Committee before the day of your County/Senatorial District Convention 
  • Morning before the County/Senatorial District Convention 

County/Senatorial District Convention March 21st – Location – Check with your County Party 

State Convention May 14th – 16th in Houston 

National Convention August 24th – 27th in Charlotte, North Carolina 

Things to accomplish at the Precinct Convention: 

  • Elect Chair of the Convention – duties end at the adjournment of the convention 
  • Elect Delegates and Alternates to the County Convention 

o Number of Delegates and Alternates elected is determined by that Precinct’s voter turnout for the 

Republican Nominee for Governor

o Must be a registered voter in that Precinct o Must have voted in the Primary on March 3rd or take the Oath of Affiliation o Does not have to be present to be elected 

  • Consider Resolutions to adopt and send to the County Convention Turn in your paperwork within 3 Days to the County Chair 

Things to accomplish at the County/Senatorial District Convention: 

  • Consider Rules to adopt for running the Convention 

o Cannot violate state law or Party rules 

  • Vote on the Credentials Report 

o All delegates and alternates must be affiliated with the Republican Party

o All delegates and alternates must have been elected at the Precinct Convention 

  • Vote on the Permanent Chairs for each of the Committees

o Done during the Organizational Committee Report 

  • Vote on Delegates and Alternates to send to the State Convention 

o Each County/Senatorial District may determine how people apply to be considered 

Most have an application to fill out and ask that you interview with the Committee 

Requirement for the Permanent Nominations Committee to meet and consider applicants during the convention o Able to amend the report from the floor o Delegate or alternate does not have to be present to be elected o There is NO requirement for those wishing to apply to be a delegate or alternate to the State 

Convention to have been a delegate/alternate to the County/Senatorial District Convention, though it is strongly encouraged. 

  • Consider and vote on resolutions to send to the State Convention from your Convention 

o Able to amend the report from the floor

o It is recommended that only the “Be It Resolved” portion be voted on 

Things to Accomplish at State Convention: 

  • Elect the Chair of the Republican Party of Texas 

o Voted on during the Senate District Caucus o Possible Vote on the Floor during the 2nd General Session 

  • Elect the Vice-Chair of the Republican Party of Texas o Voted on during the Senate District Caucus o Possible Vote on the Floor during the 2nd General Session 
  • Elect your State Republican Executive Committee Members (2) 

o Voted on during the Senate District Caucus 

  • Consider, debate, amend and approve the Rules for the RPT 

o During the General Session 

  • Consider, debate, amend and approve the State Party Platform 

o During the General Session 

  • Elect Committeeman and Committeewoman to represent you on the RNC 

o Presidential years only o During the Congressional District Caucus o Possible Vote on the Floor during the General Session on Saturday 

  • Elect an Elector to vote in the Presidential election 

o Presidential years only o During the Congressional District Caucus 

  • Elect Delegates and Alternates to the National Convention 

o Presidential years only o During the Congressional District Caucus o Three Delegates and Three Alternates per Congressional District 

  • Elect someone to represent your Congressional District on the Nominations Committee 

o This committee selects the at-large Delegates
